Role Purpose
The Lead IA Developer / DevOps is accountable for the end-to-end technical delivery and operation of the Intelligent Advisor (IA) service across Oracle Intelligent Advisor, WebLogic, RHEL10, Java integration services, CI/CD pipelines and assurance obligations. The role provides technical authority, ensures platform stability, governs releases, manages performance and security, and maintains operational readiness
across all environments, particularly pre-production and production.
Core Responsibilities
• Technical ownership of Oracle Intelligent Advisor (IA) and IA Hub deployments, runtime behaviour, upgrades and fault resolution.
• Leadership of WebLogic domain and cluster operations including AdminServer, Managed Servers, NodeManager, rolling restarts and diagnostics.
• Ownership of RHEL10 VM operations (hardening, SELinux, firewalld, patching, reboots and housekeeping) across all nodes.
• Ownership of Apache HTTPD ingress configuration including routing, health checks, drain behaviour, TLS and certificate renewal.
• Oversight of all Java services including IA SOAP connectors, Zendesk Poller and CSV Poller, covering JVM tuning, resilience and recovery.
• Ownership of CI/CD pipelines in Azure DevOps, including deployment sequencing, approvals and rollback strategies.
• Leadership of cross-tier performance and capacity management from ingress through application, integration and data layers.
• Accountability for assurance readiness including OWASP-style vulnerability management, CIS baseline compliance, GDS expectations and ITHC activities.
• Definition and enforcement of operational standards, post-patch validation and prevention of silent failure modes.
• Acting as the senior technical interface with product owners, delivery managers, architects, security teams and business stakeholders.
• Translating user needs and policy intent into technically viable, operable IA solutions, balancing delivery pace with long-term sustainability.
Required Technical Skills
IA/Application
• Oracle Intelligent Advisor modelling, deployment and runtime support
• A Hub configuration and operations
• Deep understanding of IA runtime behaviour and failure modes
Java & Integration
• Java SE for long-running services and batch processing
• SOAP-based integrations and contract management
• TLS, keystore and truststore configuration
• JVM tuning (heap, GC, streaming and large BLOB handling)
• Resilience patterns including retries, timeouts and idempotency
Platform & Middleware
• RHEL10 administration (systemd, cron, SELinux, firewalld)
• Apache HTTPD reverse proxy configuration
• Oracle WebLogic domain and cluster management
• Certificate and secret management across the stack
DevOps
• Azure DevOps repositories and CI/CD pipelines
• Multi-component deployment sequencing and rollback
• Secure secret handling using Key Vault or equivalent

• Proven technical leadership of mission-critical IA or rules-based digital services
particularly in a government setting
• Experience running production WebLogic estates on Linux
• Track record managing Java integration services at scale
• Demonstrated accountability through security testing and assurance cycles
