TQUSI0607_5463 - Program Manager - Dutch Speaker

Job Type: Contract

Work Mode: Onsite (Client)

 Assignment Description:

The Asset Management 2.0 (AM) program has become an integral part of the Coherent Future Perspective (STP). This means that a senior (sub)program manager is being sought under the leadership and guidance of the STP core team.

Over the past two years, the asset management program within Client has gained momentum. It is time to start implementing it. This requires

persevering with choices and putting the changes into practice. With the

definition of the Asset Management System (AMS), the implementation of various products and methods, and the integration of AM into the Coherent Future Perspective (STP), tangible results are needed. Each phase of a

program is different, and so is the associated program structure. This

structure has now been established and must now be further developed and implemented. The decision was made to recruit an external (partial) program manager to increase the speed of development of improvements in the asset management process. This requires continued attention to

careful implementation of the asset management process. The asset management system must demonstrate clear ambitions and a logical connection between goals and activities. This role is part of the implementation team.

RWS is exploring a suitable successor for filling a (partial) program manager role starting in early March 2026 or as soon as possible thereafter.

RWS is collaborating with an external party that will handle program management and provide expertise in addressing

major organizational changes.

Assignment Result Ensure that Client's primary process meets the requirements set by Asset Management (and the newly developed AMS), thereby delivering:

- Describe all processes required to achieve certification by January 1, 2028

- Define the processes that Client must discontinue (and make this explicit)

- Implement the required (new) products

- A business case for a potential actual certification of the asset management system

This also includes organizing what is needed to properly achieve the goal (certification and increased production by Client), such as:

- Lead an AM team that delivers what is needed when requested

- Ensure the coherence and add-up of the deliverables

(both within the AM team and with the other parts of the culture and structure)

- Assign responsibility to those who deserve it and who can bear it

- Achieve certification on the one hand and achieve it on the other Commitment from

the Ministry of Infrastructure and Water Management as the owner on the other hand.

- Dealing with varying dynamics at the program, administrative, and team levels.
