Requirements


Completed Higher Vocational Education (HBO), preferably in Finance, Economics, or Business Administration.


A total of at least 2 years of experience within Rijkswaterstaat (RWS) within the last 6 years.


Demonstrable experience (at least 2 years total in the last 6 years) in directing and coordinating project control across risk, planning, and financial management.


Preferences (Wishes)


Additional experience in scope/baseline management, quality, or information management.


At least 2 years of experience within an IPM team in the last 6 years.


Experience in the maintenance of waterway infrastructure.


Knowledge of maintenance via UAV-GC, Best Value, Performance Contracts, and DBFM.


The extent to which the candidate possesses the mentioned competencies (tested via CV, motivation, and interview).


As a Generic Project Control Advisor, you make project progress predictable. Together with the MPB-ers (Managers Project Control), you create stability in accountability and working methods through timeliness and keeping the "basics in order." You advise the MPB-er(s) and the IPM (Integrated Project Management) team based on your expertise in project control issues. To this end, you provide valuable steering, control, and accountability information to project team members and the management line.


You are responsible for the integrated control process (scope, time, money, risks, planning, information, quality, and documentation) for one or more contracts. You are a generalist who easily maintains an overview of the main lines. You coordinate project control processes and independently execute assignments on behalf of the incumbent MPB-er. You manage project control processes in their full breadth and have gained the necessary practical experience in planning, risk, quality, document, and financial management to combine these into integrated advice and adapted working methods. With your professional, proactive, and critical attitude, you help the MPB-er and the IPM team keep the project on track.


Proactive steering instead of ad-hoc responses is key. You often spot "early warnings" before project control issues actually arise. You identify and analyze them, create clarity, and highlight blind spots. You do this by analyzing and reporting on various project control aspects and their interrelationships. You hold project teams accountable for these, using your experience to place them within the broader framework of the entire project. You translate your findings into clear proposals for decision-making, setting distinct priorities and goals based on the project mandate.


The advisory role fits you like a glove. You provide advice accompanied by one or more solution scenarios and step-by-step create the necessary support. Where necessary, you bring in the right experts or gather knowledge from elsewhere in the organization. Working from "the intent" suits you; you know the available tools, systems, frameworks, and manuals, and you know how to assess their value and apply them effectively.


The market party (contractor) provides the operational project control products for the cluster and projects, such as schedules, risk registers, and quality management (audits, improvement/learning registers). You are the link between this market party and the RWS (Rijkswaterstaat) Project Control advisors and MPB. Together with RWS colleagues, you handle the assessment of agreed quality and, importantly, advise on implementing and further developing the quality of these products.
