Core Requirements (Mandatory)
To be considered, the candidate must meet these four criteria:
- Experience: At least 5 years of experience in creating and assessing cost estimates using the SSK methodology for infrastructure (on the client/owner side).
- Education: A Bachelor’s degree (HBO) in Civil Engineering, Mechanical Engineering, or a similar technical field.
- Safety Certification: Must have a valid VOL-VCA certificate (Safety for Operational Managers) or be willing to get it within 3 months.
- Process Knowledge: Proven experience (within the last 5 years) with the "Two-Phase Approach" (2-fasen aanpak) and stepped pricing models.
3. The Role: What will they actually do?
The candidate will join the ON B Bridges Team. This team bundles similar bridge maintenance projects into framework agreements.
- The "Two-Phase" Focus: You aren't just crunching numbers; you are negotiating. You will sit at the "cost table" with contractors to reach a consensus on price before the realization phase begins.
- SSK Methodology: You will be the point of contact for complex SSK (Standard Systematics for Cost Estimates) questions.
- Collaboration: You will represent the project team's interests while staying aligned with the RWS Kostenpool (the central cost-expert group).
4. Working Conditions
- Hours: 32 hours per week.
- Location: Office days are Tuesdays and Thursdays in Arnhem. Other days involve site visits or remote work.
- Duration: Initial contract with 6 possible extensions of 12 months each (potentially a very long-term project).
5. Key Success Factors (The "Wishes")

- Specific experience with steel and concrete bridges.
- Previous experience working directly with or within the Rijkswaterstaat Kostenpool.
- Experience with VTWs (Variation Orders/Changes) during the execution phase of infrastructure projects.
